Stephen draws on a background in international business, data and marketing to ground the company’s policy work in empirical analysis of duty receipts, licensing data, market trends, and consumer behaviour. Under his direction, Alcohol Ltd’s policy programme covers alcohol duty and excise reform, licensing simplification, minimum unit pricing, labelling and advertising standards, post-Brexit trade access, supply chain integrity, and enforcement against counterfeit and illicit alcohol.
